Background

The Estonian-Finnish Twinning Project on Occupational Health is one part of the Estonian accession process into the membership of the European Union. The aim of all twinning operations in the domain of EU PHARE is to support candidate countries towards meeting the requirements of the various acquis (Directives, Council decisions, Recommendations of the Commission) in the European Union.

The New Occupational Health and Safety Act (OH&S Act; 16.6.1999) in Estonia covers the most important issues of the pre-accession criteria in the area of occupational health and safety. However, the strengthening and further development of occupational health services (OHS), establishing of an Occupational Health Centre (OHC), the training and education of experts, dissemination of information and building up networks of the relevant institutions and organisations was seen necessary by the Ministry of Social Affairs in Estonia.

One of the main purposes of the twinning operations in general is the sustainable development of activities. Therefore, it is important to support the information services of the occupational health and safety experts at workplaces and in the enterprises, and to disseminate information to all workplaces. The purpose is to support the employers' and employees' representatives (eg. occupational health physicians, occupational health nurses, physiotherapists, foremen, and safety delegates) and other experts (eg. safety professionals, designers, etc.). The aim is to strengthen functions and elements that are important from the viewpoint of the Estonian culture and way of life.

Objective

The objective of the twinning project is to develop further the Estonian Occupational Health Centre, to strengthen the infrastructures of the occupational health services, and to develop human resources for occupational health. The training of labour inspectors in occupational health and equality issues will also be a part of the project.

The most important EU regulations in the background of the operation are the Framework Directive (89/391) concerning improvements in the safety and health of workers at work and the Directives concerning the equality of men and women in work life (75/117 and 76/207).

The aim of the project is to further develop the prerequisites in Estonia to improve the health of the workers, enterprises and the nation.
